More than 28,000 value changes were made in Volume 5 which covers countries of the world P-SL. Stamps of the Portuguese area lead the way with almost 7,000 value changes followed by Senegal, St. Pierre and Miquelon, Seychelles and San Marino. More than 2,000 value changes were recorded in Poland, Romania and Russia, with increases in the range of 10 to 25 percent.

This item, shipped and charged on June 19th by priority air mail for which I was charged some $16, HAS STILL NOT ARRIVED. I no longer expect it to arrive. WHAT DO YOU PROPOSE TO DO ABOUT THIS?
